You have the idea. You have the drive. And from Dubai, London is just a seven-hour flight away. The UK Innovator Founder visa is the route built for people exactly like you: founders who want to build an innovative business in one of the world’s deepest start-up ecosystems. It has no fixed minimum investment, it can be extended without a cap, and it can lead to settlement in as little as three years.
But it is not a visa you can rush. Everything hinges on one thing: endorsement. Here is how the route works for UAE residents, step by step, using only the official rules.
What the Innovator Founder visa actually gives you
The visa lets you come to the UK to set up and run a business that is new, innovative, viable and scalable. Once you are in, you can:
- set up one business, or several, and work for it, including as a director;
- bring your partner and children as dependants, if they are eligible;
- do other work outside your business, as long as the job needs at least a level 3 qualification (roughly A-level standard);
- travel abroad and come back;
- stay for 3 years, then extend for another 3 years, with no limit on how many times you extend.
The honest limits: you cannot claim most public benefits, and you cannot work as a professional sportsperson (for example, a sports coach). You will also meet your endorsing body after 12 and 24 months to show progress, and your visa can be cut short if the endorsement is withdrawn.
The heart of the route: getting endorsed
Before you can apply, an approved endorsing body must assess your business idea and confirm it meets the three tests. As of the UK government’s list updated in August 2026, the endorsing bodies are:
- UK Endorsing Services (UKES)
- Innovator International
- Envestors Limited
- the Global Entrepreneurs Programme, which only endorses founders it has invited.
The three tests
- New: you are starting the business; you cannot join a business that is already trading.
- Innovative: an original idea, different from anything else on the market.
- Viable and scalable: it can grow, and your plan shows how it will create jobs and expand into national and international markets.
What endorsement costs
You pay the endorsing body £1,000 for the endorsement. If your visa is granted, you pay £500 each time you meet your endorsing body, and you must meet at least twice during your stay. There is no fixed minimum investment, but for a new business you must prove to your endorsing body that you have enough funding and where it comes from.

The core requirements at a glance
| Requirement | What the official rules say |
|---|---|
| Endorsement | Endorsement letter from an approved endorsing body |
| English | Level B2 (upper intermediate) in reading, writing, speaking and listening |
| Personal savings | £1,270, held for 28 consecutive days (not counting your investment funds) |
| Dependants’ savings | £285 for a partner, £315 for one child, £200 for each extra child |
| Age | 18 or over |
You can prove English in several ways, including an approved Secure English Language Test (SELT), a degree taught in English, or being a national of a majority English-speaking country. Check the official list before you book a test.
What it costs: the official fees
These are government fees, not advisory fees:
- Visa application from outside the UK: £1,357
- Visa application from inside the UK (switching or extending): £1,693
- Immigration Health Surcharge: usually £1,035 per year of the visa, for you and for each dependant
- Endorsement: £1,000, plus £500 per contact point meeting
For a three-year visa, the health surcharge alone is a significant line item, so build it into your budget early.
Timeline: from idea to UK arrival
Here is how a typical journey flows when you apply from the UAE:
- Prepare your business plan. This is where most founders spend the bulk of their time, and rightly so.
- Apply for endorsement. Timelines vary by endorsing body; plan for several weeks of assessment and possible follow-up questions.
- Apply for the visa. You apply online, then prove your identity either with the UK Immigration: ID Check app or by giving fingerprints and a photo at a visa application centre. You will be told which applies when you apply.
- Decision. The official guidance says you will usually get a decision within 3 weeks when applying from outside the UK (or within 8 weeks from inside the UK). Faster paid services may be available in some locations.
Life after approval: the road to settlement
This is where the route gets seriously exciting. After 3 years you may be able to apply for Indefinite Leave to Remain (ILR). You will need:
- a new endorsement confirming your business has met the required criteria (for example, investment raised, jobs created or revenue earned);
- to pass the Life in the UK test;
- to have spent no more than 180 days outside the UK in any 12-month period;
- to pay the ILR fee, currently £3,226 per person.
Please note: the UK government consulted in 2025–26 on an “earned settlement” model that could change settlement timelines for many routes. The consultation proposed keeping a three-year path for Innovator Founders, but the final rules are not yet confirmed. Always check the current Immigration Rules before you plan your settlement date.
Frequently asked questions
Can I apply for the Innovator Founder visa while living in Dubai?
Yes. You apply online from outside the UK, then prove your identity through the ID Check app or at a visa application centre, depending on your passport.
Is there a minimum investment?
No fixed minimum. You still need a credible plan showing how your business will be funded, and your endorsing body checks where the money comes from. Our UK founders typically have £50,000+ available.
Can I bring my family?
Your partner and children under 18 can usually apply as dependants. Each needs to show the required savings and pay the health surcharge.
Can an existing business qualify?
The official guidance says the business must be new: you cannot join a business that is already trading. A business you were already endorsed for on an earlier visa is treated differently. Your endorsing body makes the assessment.
