Portugal D2 Visa Requirements from the UAE: Your Company, Your Residency (2026 Checklist)

Updated 20 October 20268 min read
Business owner signing Portuguese company documents for a D2 visa application from the UAE

Your life is in the UAE, and you want to keep it that way. But your residency there is tied to your job or your trade licence. If either one ends, the clock starts running. A second base in Europe changes that, and for business owners the Portugal D2 visa is often the most natural route.

The D2 is Portugal’s residence visa for entrepreneurs and independent professionals. The most practical way to use it is to set up your own Portuguese company and apply on the strength of that business. This guide covers that path: the Portugal D2 visa requirements for a UAE resident in 2026, the official fees and the order of steps.

The D2 in one minute

The D2 suits you if you will:

  • create or invest in a business in Portugal (the “immigrant entrepreneur” route); or
  • work as an independent professional with a service contract or proposal.

There is no fixed minimum investment in the official checklist. The consulate wants to see a genuine investment, or real funds in Portugal plus a clear plan to invest, and enough means to support yourself. It suits owners and senior professionals who want a real EU business, not just a residence card.

Prefer a light-stay, investment-only route? Compare the Portugal Golden Visa. For a broad overview of the D2, see our Portugal D2 visa guide for entrepreneurs. Planning for a passport in the long run? Read Portugal citizenship by investment in 2026.

Step 1: Set up your Portuguese company from the UAE

Choose the structure

Most founders use a Sociedade por Quotas (Lda.) with two or more shareholders, or a Sociedade Unipessoal por Quotas with a single shareholder. In both, the minimum value of each quota is just €1. In practice, the capital you put in should match the business plan you will show the consulate.

Get a NIF for every shareholder

Each shareholder needs a Portuguese tax number (NIF). From the UAE, this is usually done through a representative. While you live outside the EU, you must either keep a tax representative in Portugal or sign up for electronic notifications on the Portal das Finanças.

Incorporate: three ways

Option Official cost What to know
Empresa Online, pre-approved articles €220 (€440 urgent) Signed digitally (Citizen Card or Digital Mobile Key), or by your attorney under a power of attorney
Empresa Online, bespoke articles €360 (€720 urgent) Same signing rules; registry target 10 days instead of 5
Empresa na Hora (registry desk) €360 All shareholders must attend in person

The first 30 days after incorporation

  • Deposit the share capital within 5 days of the permanent certificate being issued (for an Lda., you can instead deliver it by the end of the first financial year).
  • File the beneficial owner declaration (RCBE) within 30 days.
  • Appoint a certified accountant and file the start-of-activity declaration (within 15 days if not done at incorporation).
  • Open the company bank account. See how opening a Portugal bank account from Dubai works.

Step 2: Show the money

The consulate looks at two things: your investment and your means of subsistence.

For the investment, the official checklist asks for proof of investment operations already made, or proof of financial means available in Portugal (including funds with a Portuguese bank) together with a clearly described intention to invest.

Means of subsistence are linked to Portugal’s minimum wage, which is €920 a month in 2026 (Decreto-Lei n.º 139/2025): 100% for the main applicant, 50% for each additional adult and 30% for each child. Consulates commonly look at these amounts over 12 months:

Household Per month Over 12 months
Main applicant €920 €11,040
Couple €1,380 €16,560
Couple + 2 children €1,932 €23,184

These cover living costs only. Your business needs its own budget on top.

Step 3: Portugal D2 visa requirements: your document checklist

Based on the D2 checklist published for UAE applicants by VFS Global, on behalf of the Embassy of Portugal:

  • national visa application form, signed, plus 2 recent passport photos;
  • passport valid at least 3 months beyond your intended stay, plus a copy;
  • proof of legal residence in the UAE valid beyond the visa you are applying for (if you hold an e-visa without a sticker, a copy of the online residence document and your Emirates ID);
  • travel insurance covering medical expenses, urgent care and repatriation;
  • police clearance certificates from your country of nationality and from any country where you have lived for more than a year, apostilled or legalised. The UAE certificate must carry the UAE MoFA stamp;
  • proof of means of support (for example, from your articles of association or service contracts);
  • your declaration of investment (nature, value and duration) with proof of investment made, or proof of funds in Portugal and the investment plan;
  • for independent professionals: the service contract or proposal, and a professional qualification declaration if your profession is regulated in Portugal.

A clear business plan is the best way to prove your intention to invest.

Step 4: Apply at VFS in Dubai or Abu Dhabi

In the UAE, Portugal’s visa applications go exclusively through VFS Global, with centres in Dubai and Abu Dhabi. You attend in person for biometrics.

Fees listed on the VFS Portugal–UAE page (October 2026): D-type visa fee €110 (AED 477), plus a VFS service fee of AED 143.08 and an administration fee of AED 17.34 per application. AED amounts move with the exchange rate.

Timeline: VFS advises allowing around 90 days after submission for national visas. Portuguese law sets 60 days as the general rule for residence visa decisions, but extra checks can extend it.

Step 5: Arrive and get your residence card

The D2 visa is valid for two entries and four months. In that window you attend AIMA for your residence permit with, among other documents, your passport and visa, proof of start of activity with the tax authority and Social Security, your company’s permanent certificate, and a declaration of your address in Portugal. AIMA charges its fees under its official table (Portaria n.º 307/2023, updated from 1 March 2026).

Your first permit is valid for 2 years, then renews for 3 years at a time. After 5 years you can apply for permanent residence. Your family can join you through family reunification.

Mistakes that slow UAE applicants down

  • A police certificate without the MoFA stamp, or one that has expired by submission day.
  • Funds that sit only in the UAE when the consulate expects to see means available in Portugal.
  • A company object that doesn’t match your business plan.
  • Missing the RCBE or accountant deadlines in the first weeks.
  • Booking VFS before the file is complete. Incomplete applications may not be accepted.

How Baker & Co helps

We are a management and immigration consultancy with teams in Dubai and Lisbon. We coordinate the whole route for you: your NIF, company set-up, bank account and accountant, the D2 file and VFS submission, and your AIMA appointment. Acts reserved to lawyers in Portugal are carried out by an independent lawyer registered with the Ordem dos Advogados. Final decisions rest with the relevant authorities; our job is to make your application as strong as it can be. See our Portugal D2 visa service and all Portugal visas.

Frequently asked questions

Is there a minimum investment for the Portugal D2 visa?

No fixed amount appears in the official checklist. You show a genuine investment, or funds in Portugal plus an investment plan, and means from €920 a month for the main applicant.

Can I set up the Portuguese company without travelling?

Yes. A representative in Portugal can incorporate for you under a power of attorney with specific powers; with a power of attorney, only your attorney needs to sign. Every shareholder still needs a Portuguese NIF first.

How much does the D2 visa cost at VFS in the UAE?

In October 2026 VFS listed €110 (AED 477) for the visa, plus AED 143.08 service fee and AED 17.34 administration fee. Company set-up starts from €220 in official registry fees.

How long does the D2 take from Dubai?

Allow about 90 days for the visa decision after VFS submission, plus time beforehand for the NIF, company and bank account.

Can my spouse and children come too?

Yes. Family members can join through family reunification, with extra means of subsistence: 50% of the minimum wage for each adult and 30% for each child.

Who decides, and how does Baker & Co help?

The Embassy of Portugal decides on the visa and AIMA on the residence permit. We prepare a complete, consistent file for both.
